Untilthelatestofourworldconflicts，theUnitedStateshadnoarmamentsindustry.Americanmakersofplowsharescould，withtimeandasrequired，makeswordsaswell.Butnowwecannolongerriskemergencyimprovisationofnationaldefense.
wehavebeencompelledtocreateapermanentarmamentsindustryofvastproportions.Addedtothis，threeandahalfmillionmenandwomenaredirectlyengagedinthedefenseestablishment.
WeannuallyspendonmilitarysecuritymorethanthenetincomeofallUnitedStatescorporations.
ThisconjunctionofanimmensemilitaryestablishmentandalargearmsindustryisnewintheAmericanexperience.
Thetotalinfluence-economic，political，evenspiritual--isfeltineverycity，everyStatehouse，everyofficeoftheFederalgovernment.
Werecognizetheimperativeneedforthisdevelopment.
Yetwemustnotfailtocomprehenditsgraveimplications.
Ourtoil，resourcesandlivelihoodareallinvosoistheverystructureofoursociety.
Inthecouncilsofgovernment，wemustguardagainsttheacquisitionofunwarrantedinfluence，whethersoughtorunsought，bythemilitary-industrialcomplex.
Thepotentialforthedisastrousriseofmisplacedpowerexistsandwillpersist.
Wemustneverlettheweightofthiscombinationendangerourlibertiesordemocraticprocesses.Weshouldtakenothingforgranted.
Onlyanalertandknowledgeablecitizenrycancompelthepropermeshingofthehugeindustrialandmilitarymachineryofdefensewithourpeacefulmethodsandgoals，sothatsecurityandlibertymayprospertogether.
译文：
要维护和平，我们的军队建设至关重要。
我们的军事实力必须强大，时刻准备采取行动，这样一来，某些想要入侵我们的国家，知道自己会被我们毁灭，才不敢轻举妄动。
今天，我们的军队与任何一位和平时期的前总统认知中的都有所不同，甚至比起二战、朝鲜战争时的军队也已焕然一新。
直至上次世界大战之前，米国都没有真正的军事工业。
因为在过去如果有必要的话，米国的犁头制造商也能制作刀剑应急。
但现在，我们不能再临阵才磨枪了。
我们不得不在全国各地，建造了海量的军事工业。
除此之外，还有350万男女直接参与军工企业建设，我们每年的军费支出，比米国全体企业的净收入总和还要多。
迅速膨胀的军事力量和飞速发展的军事工业紧密联合，这在米国历史上还是前所未有的情况。
米国每一座城市、所有州议会、联邦政府的各部门都能感受到它们，在经济领域、政治领域甚至精神领域的强大影响力。
我们的确需要军队和军事工业快速发展。
但是，我们也必须关注其可能蕴藏的危机。
这关乎我国人民的工作、资源、生活，甚至是我们的整个社会结构。
政府必须严防军工复合体有意无意、逾矩出格的影响。
因为会出现其强势崛起、滥用权势的可能存在，且会长期存在。
我们决不能让军工复合体，威胁到我们的自由和民主发展进程。
不要觉得，这只是在危言耸听！
只有警觉聪明的米国公民，才能将让强大的军工国防体系同我们的和平制度、和平意图结合起来，同时兼顾我国的安全与自由。
